We are recruiting a Commissioning & Contracts Officer to ensure that commissioning activity, at all stages of the ‘analysis plan, is a collaborative activity that establishes strong relationships with internal colleagues and external partners. To support the achievement of good outcomes for children and young people through the commissioning Cycle:
Responsibility
To commission, monitor and quality assure placements for children and young people in the care of the authorities, children with disabilities and Children with Special Educational needs. To ensure the independent sector provision is of high quality, safe, capable of and effective in meeting the particular markets:
Qualification – Essential
· 3 GCSEs (A-C) or equivalent to include Maths and English
· A Degree and or relevant post-qualified experience
· Advanced user –Microsoft Office, Word, Excel, Outlook, Social Media, MS Teams
Essential - Skills, Abilities & Experience
· Ability and experience in conducting contract discussions with WLA providers and
knowledge of implementing the contract where appropriate
· Proven ability to negotiate with the independent and voluntary sector to ensure fee
increases and service development requests are reasonable and appropriate
· Experience in developing and implementing Service Level Agreements and Contract
terms and conditions
· Knowledge of identifying gaps in service provision in the independent sector and
experience in developing strategies to ensure that those gaps and the needs of particular
social/ethnic groups are met
· Ability to analyse and understand complex issues; to investigate and mediate, devise and
implement solutions to resolve disputes
· Ability to utilise IT effectively, including MOSAIC, e-mail, the Electronic Case
Management System, basic word processing and MS Word and Excel spreadsheets
· Ability to respond positively to changing demands as a result of changing legislation or
working practice
· Ability to network across organisational boundaries and to influence partners (statutory,
independent and service users) and to communicate effectively to deliver positive
outcomes for children
· The ability to recognise potential and actual abuse (of any kind to an adult or a child) and
respond effectively
· Excellent organisational skills, demonstrating a capacity for self-management and
motivation, initiative, creativity and flexibility
· Ability to liaise, problem solve and negotiate with Social Workers and service providers in
the independent sector in the event of a dispute or lack of clarity in communication or
information to ensure the best interests of the child are met
· Ability to commit to and understand how to develop high-quality and best-value services
Essential Compliance Requirements
· Three Years of Reference
· Enhanced DBS
· A pre-engagement screening is mandatory for this role
